Iraq’s ruling State Administration Coalition convened in Baghdad to address pressing national issues, including the delayed salaries of Kurdistan Regional Government (KRG) civil servants. Bafel Jalal Talabani, President of the Patriotic Union of Kurdistan (PUK), took a firm stance, emphasizing the urgency of resolving the salary crisis, ensuring fairness, and protecting constitutional rights. The meeting highlighted tensions between the KRG and Baghdad and underscored the need for stability and collaboration among political forces.
Bafel Talabani’s Appeal to End Salary Crisis
At the Baghdad meeting, Bafel Jalal Talabani strongly addressed the ongoing salary delays for KRG civil servants. He stressed that the people’s livelihoods must not be entangled in political disputes, calling for adherence to the Iraqi Constitution, which mandates equal protection for all civil servants, including those in the Kurdistan Region.
Talabani stated, “The salaries and lives of the people of Kurdistan should no longer be intertwined with political disputes. Salaries must be provided fairly so that citizens’ rights are not violated.” He proposed a radical solution to eradicate the issue, urging participants to have an open and serious discussion about its root causes.
Additionally, Talabani revealed his efforts to communicate this message to international representatives and Iraqi political leaders. He demanded the depoliticization of the matter and compliance with Federal Court rulings to ensure timely salary payments and national stability.
KRG-Baghdad Dispute Over Salary Payments
The meeting took place amid ongoing tensions between the KRG and the Iraqi federal government regarding the distribution of the Iraqi budget. The KRG has delayed civil servants’ salaries, citing insufficient funds from Baghdad, while Baghdad maintains it has fully disbursed the allocated amounts.
KRG civil servants are yet to receive their December 2024 salaries, leaving thousands uncertain about their financial futures. Talabani criticized these delays, stating, “It is no longer acceptable to delay salary payments for various political reasons. We must disburse salaries simultaneously and be honest with our people.”
Talabani called for collective action to ensure that the people of Kurdistan are not sacrificed in political disputes. He reiterated his commitment to resolving the issue while urging political leaders to prioritize citizens’ welfare over partisan interests.
Talabani’s Meeting with British Consul General
On the same day, Talabani met with Andrew Bizley, British Consul General in the Kurdistan Region, to discuss the political landscape and government formation in the Kurdistan Region. The two leaders emphasized the importance of coordination among political forces to maintain stability and address critical issues.
During the meeting, Talabani highlighted the need for a service-oriented and fair government. He stated, “Our priority is to address the civil servant salary issue in the Kurdistan Region and build a government that ensures fairness and serves the people.”
He also reiterated his commitment to protecting citizens’ rights, saying, “It is our collective responsibility to safeguard and advance people’s rights and ensure a better life for them.”
