Standard Retirement Age and Immediate Processing Requirements

The Kurdistan Regional Government’s Finance and Economy Ministry announced comprehensive retirement guidelines affecting all public sector employees across the region. Under the new directive, the legal retirement age for all civil servants in the Kurdistan Region is set at 60 years, calculated precisely by day, month, and year.

The ministry emphasized that retirement processing must occur immediately upon reaching the specified age threshold, regardless of required service duration. This automatic retirement mechanism eliminates discretionary delays and ensures consistent application across all government departments and agencies.

The guideline represents the Kurdistan Region’s implementation of Iraq’s unified pension law, creating standardized retirement procedures that apply uniformly to all categories of public sector employees. The ministry stressed that the age-based retirement system takes precedence over service length considerations, marking a significant shift in how retirement eligibility is determined.

Special Categories and Extended Retirement Ages

University-level civil servants holding professorial ranks, including full professors and assistant professors, receive extended retirement ages recognizing their academic expertise and institutional value.

Medical professionals working in forensic medicine, pathology, and psychiatric fields also qualify for delayed retirement, reflecting the specialized nature of their roles and the region’s need to retain experienced medical practitioners. Additionally, advisors and assistant advisors serving in the Kurdistan Regional Parliament benefit from extended service opportunities.

Civil aviation pilots represent another category eligible for extended retirement age, acknowledging the technical expertise and safety considerations inherent in aviation operations. All these specialized categories can continue serving until age 63, providing three additional years of service beyond the standard retirement threshold.

Enhanced Benefits for Special Service Categories

The ministry established preferential retirement terms for civil servants with distinguished service records or those who faced political persecution. Families of martyrs holding first and second-class martyr family status qualify for retirement at age 65, honoring their sacrifices and providing additional security for bereaved families.

Political prisoners who were dismissed from government service and subsequently reinstated to the Kurdistan Regional Government also receive retirement at age 65. This provision acknowledges the hardships endured by individuals who faced political persecution and provides compensation through extended service opportunities.

Contracted employees face different retirement calculations, receiving 75% of the minimum pension amount upon retirement. However, these employees must meet specific criteria: minimum service of 15 years, reaching age 50, and contributing to the pension fund for at least 15 years. This structure provides retirement security for contracted workers while maintaining fiscal responsibility.
