On Monday, June 30, 2025, Qubad Talabani, Deputy Prime Minister of the Kurdistan Region, met with Patrick Dorrell, the French Ambassador to Iraq, to discuss ongoing negotiations between Erbil and Baghdad. The meeting also covered broader bilateral concerns, including economic development and migration. With senior Kurdish and French officials present, the talks highlighted optimism for a resolution with Baghdad and emphasized France’s continued support for development in the Kurdistan Region.

High-Level Diplomatic Meeting in Erbil

Deputy Prime Minister Qubad Talabani received French Ambassador to Iraq, Patrick Dorrell, for discussions that centered on the Kurdistan Regional Government’s ongoing negotiations with Baghdad. The meeting was attended by key officials, including Yann Braem, the French Consul General in the Kurdistan Region; Daban Shadala, Deputy Head of the Department of Foreign Relations; and Major General Chato Salih, Undersecretary at the Kurdistan Region’s Ministry of Interior.

Progress in Talks with Baghdad

During the meeting, Talabani briefed the delegation on the latest progress in talks between the Kurdistan Region and the federal government of Iraq. Stressing a commitment to the people’s welfare, he stated:

“The recent discussions between the negotiating delegations of both sides have been conducted in a positive atmosphere, and we are optimistic about reaching an agreement soon.”

He reaffirmed the Kurdistan Region’s dedication to securing a just resolution and ensuring that financial entitlements owed to the Region are delivered.

France’s Role in Supporting Kurdistan

In a separate part of the meeting, Talabani expressed gratitude to the French government for its ongoing support, particularly in efforts to bolster regional development. He noted that this cooperation remains vital to Kurdistan’s growth and stability.

Tackling Migration through Development

Talabani also drew attention to migration trends, observing that many young people leaving the Region come from underdeveloped towns and cities. He emphasized:

“Addressing the development needs of these areas would play a key role in reducing illegal migration — a benefit to both Kurdistan and its international partners.”

The meeting concluded with mutual agreement on the importance of continued cooperation between the Kurdistan Region and France.
