Qubad Talabani, Deputy Prime Minister of the Kurdistan Region, has called on citizens to participate in Iraq’s first population census since 1997, emphasizing its importance for disputed territories like Kirkuk. As preparations for the census unfold, Talabani also engaged with U.S. and German delegations, addressing economic collaboration, constitutional reforms, and Peshmerga reform. The Importance of the 2024 Census for Kurds and Disputed Areas

Iraq’s 2024 general population and housing census, scheduled for November 20 and 21, is a landmark event, being the first such effort in 27 years. Over 120,000 enumerators will gather data across the country, asking more than 70 questions to each household. To ensure accuracy, a nationwide curfew will be enforced, requiring citizens to remain home while census teams work.

Deputy Prime Minister Qubad Talabani has urged Kurdish citizens, particularly those from disputed areas like Kirkuk, to participate in this patriotic exercise. Writing on his Facebook page, Talabani declared: “Kirkuk and the disputed areas are an essential part of our homeland, and it is a national duty for all citizens from these areas to return to their hometowns and take part in the process.” Highlighting his personal commitment, he affirmed: “I hold a civil status identity card from Kirkuk Governorate, and as a citizen, I will fulfill this duty proudly by being present in Kirkuk.”

The census is expected to play a critical role in determining the demographic makeup of Kirkuk and other contested regions, impacting political representation and resource allocation. Kurdish participation is vital to safeguarding their claims and ensuring fair representation in these areas.

Talabani’s Focus on Economic and Political Stability

Alongside his advocacy for the census, Talabani welcomed a delegation from the U.S.-Kurdistan Business Council, led by David Tafuri. The discussions revolved around strengthening economic ties and encouraging U.S. investment in Kurdistan. Talabani, a co-founder of the council, expressed optimism about its growth, noting the increasing interest of American companies in collaborating with the region.

The Deputy Prime Minister also addressed post-election priorities, emphasizing the need for a new service-oriented government that meets Kurdish citizens’ expectations. He reiterated the urgency of drafting a constitution for the Kurdistan Region, stating: “It is the responsibility of this parliamentary term to develop the constitution and amend or approve laws that promote investment in Kurdistan.”

Talabani’s remarks highlighted the interplay between economic stability, political reforms, and regional development. He urged swift action to capitalize on opportunities while addressing challenges such as regional instability and the persistent threat of terrorism.

Strengthening Security through International Cooperation

The fight against terrorism remains a cornerstone of Talabani’s agenda. In discussions with the U.S. delegation, he stressed the ongoing threat posed by the Islamic State (ISIS). A recent attack that claimed three lives underscored the group’s continued ability to destabilize the region. Talabani called for enhanced cooperation between Kurdistan, Iraq, and U.S. forces to address this shared threat.

A similar focus on security emerged in his meeting with a German military delegation led by Colonel Thomas Ritter, the newly appointed commander of German forces in the Kurdistan Region. Joined by Peshmerga Minister Shorsh Ismail and other officials, Talabani reiterated his commitment to supporting German forces and advancing Peshmerga reforms. He thanked Germany for extending its military presence in the region and assisting in the fight against terrorism.

Reform within the Ministry of Peshmerga remains a priority for Talabani. He emphasized the importance of overcoming challenges to this process, urging the next Kurdish government to prioritize these efforts. He also highlighted the need for continued collaboration between Kurdish and Iraqi security forces to ensure regional stability.
